osbase/bringup: remove tty0 from default consoles This default was copied from the cloud/agent and intereferes with tconsole in metropolis. It's not possible to stop the forwarder from the root runnable and since the code imports all kernel cmdline console arguments, we can safely remove this default listener. Our build environment is self-contained and requires only minimal host dependencies:
git to check out modules.python3 to generate the workspace status to stamp./dev/kvm (if you want to run tests).Our docs assume that Bazelisk is available as bazel on your PATH.

The source code lives in //metropolis (Metropolis is the codename of Monogon OS).
