treewide: remove FHSEnv To remove the FHSenv, we have to patch rules_python to use /usr/bin/env to resolve the path to bash instead of hardcoding it. Additionally, we now bring a Nix-compatible Bazel 8. Our build environment is self-contained and requires only minimal host dependencies:
/dev/kvm (if you want to run tests).Our docs assume that Bazelisk is available as bazel on your PATH.

The source code lives in //metropolis (Metropolis is the codename of Monogon OS).
