workspace: update linux-firmware to 20240513 Not many changes for the parts we're using. Intel DDP for E800 now supports the E825C family. New microcode without changelog for AMD family 19h. Our build environment is self-contained and requires only minimal host dependencies:
/dev/kvm (if you want to run tests).Our docs assume that Bazelisk is available as bazel on your PATH.

The source code lives in //metropolis (Metropolis is the codename of Monogon OS).
