.github: delete metropolis release workflow The workflow would need to be updated to push the new node OS image OCI artifacts to a registry. But the gha-trusted runner no longer exists, so there is no way to test changes and the workflow doesn't work anyway. Our build environment is self-contained and requires only minimal host dependencies:
/dev/kvm (if you want to run tests).Our docs assume that Bazelisk is available as bazel on your PATH.

The source code lives in //metropolis (Metropolis is the codename of Monogon OS).
