Update Bazel to 1.1.0 and replace bazelisk by a direct download
This pins the version and avoids the need to redownload the binary
each time the container is recreated.
The .bazelversion file was bazelisk-specific and is no longer needed.
Test Plan:
Rebuilt the container, ran `scripts:launch`.
Modifying the checksum caused to build to fail.
