treewide: switch to gomod and bump everything

This switches version resolution from fietsje to gomod and updates
all Go dependencies. It also bumps rules_go (required by gVisor) and
switches the Gazelle naming convention from go_default_xxx to the
standard Bazel convention of the default target having the package
name.

Since Kubernetes dropped upstream Bazel support and doesn't check in
all generated files I manually pregenerated the OpenAPI spec.
m/n/k/authproxy: make use of SPDY through proxy work

Kubernetes still uses SPDY for interactive/streaming-type calls (like
exec or port-forward). Our proxy uses a HTTP/2 backend connection to
Kubernetes's API server. A HTTP/2 stream cannot be upgraded to SPDY
meaning these API requests all fail. This implements a slightly ugly
workaround by using two HTTP transports, a regular transport which
supports HTTP/2 and a fallback transport which does not. The proxy
selects the fallback transport if it detects that the request is trying
to upgrade to SPDY.

Change-Id: Idd44f58d07ec5570ddf8941ae7595225f47f254d
Reviewed-on: https://review.monogon.dev/c/monogon/+/645
Reviewed-by: Sergiusz Bazanski <serge@monogon.tech>

m/n/kubernetes: implement Metropolis authenticating proxy

This implements an authenticating proxy for K8s which can authenticate
Metropolis credentials and passes the extracted identity information
back to the Kubernetes API server. It currently only handles user
authentication, machine-to-machine authentication is still done by the
API server itself. It also adds a role binding to allow full access
to the owner as we do not have an identity system yet.

Change-Id: I02043924bb7ce7a1acdb826dad2d27a4c2008136
Reviewed-on: https://review.monogon.dev/c/monogon/+/509
Reviewed-by: Sergiusz Bazanski <serge@monogon.tech>
"
