metropolis: first pass API for reconfiguring cluster

This implements management.ConfigureCluster. This API is based around
Protobuf FieldMasks, which is a new thing in the Metropolis codebase
(node config mutation is performed via optional fields).

Whether this is the right way to do this is to be discussed.
Alternatives considered are:

1. Always insert a full new config, providing the old one as a base. The
downside of that is the potential conflicts that will spring up the
moment we have systems regularly mutate independent parts of the
config. Additionally, this might lead to some odd behaviour when
dealing with clients that don't have support for newer versions of
 the config proto.
2. Use optional fields, like in Node role code. However, this has the
downside of duplicating protos (one for the config state, one for the
mutation request). Plus, protobuf optionals are still somewhat
 unusual.
3. Provide individual requests for mutating fields (like with Node
labels). This also results in a lot of boilerplate code.
4. Something akin to JSON Patch, but for protobufs, which doesn't seem
 to exist.

Change-Id: I42e5eabd42076e947f4bc8399b843e0e1fd48548
Reviewed-on: https://review.monogon.dev/c/monogon/+/3591
Tested-by: Jenkins CI
Reviewed-by: Tim Windelschmidt <tim@monogon.tech>

metropolis: implement A/B updates

This implements an A/B update mechanism using two slots, A and B.
This is realized with two system partitions as well as two EFI
loaders/kernels.

The A/B system relies on two EFI loader entries. This has the advantage
that there is no preloader required, which makes the system more
reliable as well as avoiding the complexity of having an un-updatable
preloader (CoreOS has this issue where their GRUB2 crashed booting newer
kernels, sadly the issue seems lost with the migration to Fedora
CoreOS). It also means that the operator can easily override the slot
being booted via the boot loader entries. Primary disadvantage is that
it relies on EFI working somewhat to spec.

New versions are booted into only once by setting NextBoot, if the
bootup doesn't succeed, i.e. if the boot doesn't get to a cluster rejoin
the next boot will be the old slot. Once it gets to this stage the
permanent BootOrder is changed.

The EFI loaders don't know if they are slot A or B because they are
identical and relying on OptionalData in the boot entry to indicate the
slot means that if the EFI boot entries go away, recovering is very hard.
Thus the loaders look at their own file name to determine what slot they
are in. If no slot could be determined, they default to booting slot A.
It is planned to eventually use Authenticode Stamping (passing data in
fake certificates) to stamp the slot into the loader without affecting
the TPM hash logged.

Change-Id: I40de2df8ff7ff660c17d2c97f3d9eb1bd4ddf5bc
Reviewed-on: https://review.monogon.dev/c/monogon/+/1874
Tested-by: Jenkins CI
Reviewed-by: Serge Bazanski <serge@monogon.tech>

metropolis: introduce AAA.Escrow RPC

This is a combined proto change and design document RFC.

This implements a generic 'Escrow' methid, used to allow external
entities to log into a Metropolis cluster. This flow's subject vaguely
corresponds to 'Entity' objects from the Lifecycle DD, but this will be
more precisely defined in a subsequent change which introduces the
actual entities objects, the way they're identified, and the way they're
stored in the cluster.

In addition, this formalizes the part of the LDD in which entities are
able to perform hardware attestation on nodes. The hardware attestation
part is not fully implemented, but is placed within the bounds of the
Escrow streaming RPC. Entities might also be able to performs this
hardware attestation in a separate RPC call (having already requested a
short-lived certificate permitting access to RPC), but this is not yet
sure.

This design, is in a way, a modernized version of GSSAPI. It assumes it
runs over a confidential channel (TLS), and that it only ever returns
x509 certificates emitted for the requesting client. It is also designed
to handle flows that we expect to use within Metropolis.

This design has some known limitations:

1) Limited decisionmaking abitility by the server to decide which proofs
are needed - ie., the server cannot change its mind what other proofs
are needed as the client presents some. Currently the server can
decide the proofs only based on the parameters given by the client,
and the initial context of the connection, ie. its originating
address and the presented TLS certificate.
2) Limited expressibility of required proofs to the client, currently
 all listed must be fulfilled.

This, however, can be extended as the protocol evolves, and can continue
to support simple clients that handle only this protocol. Especially 2)
might be limiting us from preventing things like accepting emergency
certificates without necessarily needing an OIDC login, even though OIDC
logins are required for other kinds of certificates. We are explicitly
trying to keep things simple for now, and just not write ourselves into
a corner here.

Finally, this API should cover all scenarios expressed within T865 -
minus the entity storage part within the cluster.

Test Plan: Proto change and review process.

X-Origin-Diff: phab/D698
GitOrigin-RevId: 92892b5522a4d41d572fd4c10f24d26f72919aeb
"
